D.C. LEARNs Policy Publications

D.C. LEARNs regularly publishes literacy policy reports and factsheets. Many of these are researched and written by interns working with us on our adult literacy policy initiative. While many individuals -- our policy commitee, Literacy Policy Liasons, board, members, and D.C. government officials provide us with assistance in preparing these documents (to which we are grateful), D.C. LEARNs takes sole responsibility for the content of these materials.

Report: Program Perspectives on the D.C. Adult Literacy System

May, 2007.

D.C. LEARNs envisions an adult literacy system in the District of Columbia that is guided by the experience, expertise, and leadership of the community-based organizations that make up this system. Our work seeks to identify potential leaders and nurture an environment in which people in the field have a meaningful role in system-wide policy decision-making. From February 2006 through January 2007, we conducted a series of discussions with members of the adult literacy community in order to solicit their feedback on recommendations related to adult literacy currently under consideration by District policymakers. This paper summarizes our findings, analysis, and recommendations regarding that feedback.

Report: Read Out Loud Hotline, Year One

October, 2005.

The Read Out Loud (ROL) Hotline was launched in August 2005, with the goal of providing residents of the District of Columbia detailed and constantly updated information about adult education programs in the DC metro area. This report looks at the results of the first year of implementation, and makes recommendations for improvements in the the operation of the hotline and/or further study. A follow-up report will be available later this year.

Report: Adult Literacy Policy Issues Survey Results

January, 2006.

During the period from June 9, 2005 to June 22, 2005, one person per D.C. LEARNs member
organization was asked to complete a five-question survey regarding which issues were
most critical to his or her organization at the time. The following offers a brief summary of
the survey results.

Fact Sheet: The Value of Lifelong Learning

Version 1.1, November 29, 2005.

This fact sheet summarizes the value of an increased investment in adult education in the District, including decreases in District expenditures for public assistance, decreases in unemployment, and increases in District tax revenues.
