<p>• Report from <span class="caps">D.C. LEARN</span>s staff on Literacy*AmeriCorps successes in 2008-09, introduction of new staff, and feedback from members on how we can improve the application and recruitment processes.</p>


<p>• Presentation of our recommendations on policy priorities for remainder of the year (including children and youth literacy issues) and discussion of the involvement of coalition members in the policy work (we didn't have enough of a chance to get into this in detail at the last meeting).We are  especially interested in:</p>


<p>(a) Assessing what has worked/not worked in our collective and individual efforts in trying to resolve the <span class="caps">OSSE </span>payment delay issues; and</p>


<p>(b) How <span class="caps">D.C. LEARN</span>s could/should represent the interests of our children/youth when dealing with city policymakers.</p>

<p>Organization</p>

<p>Communities In Schools of the Nation&#8217;s Capital is an urban affiliate of CIS, Inc., the nation&#8217;s leading community-based organization helping kids to stay in school and prepare for life. The Communities In Schools network currently operates in 27 states and the District of Columbia.</p>

<p>Communities In Schools of the Nation&#8217;s Capital (CISNCAP) is a district-wide dropout prevention and youth development organization based in Washington DC. This affiliate office of the CIS network provides programmatic support to 10 DC Public Schools by connecting and integrating community supports to students in need and by supporting schools with widely accessible student services several times per school year.</p>

<p>The mission of Communities In Schools of the Nation&#8217;s Capital is to champion the connection of needed community resources with schools to help young people successfully learn, stay in school and prepare for life. The organization works to ensure its vision that all children need and deserve the Five CIS Basics:</p>

<p>•A personal one-on-one relationship with a caring adult
•A safe place to learn and grow
•A healthy start and a healthy future
•A chance to give back to community and peers
•A marketable skill to use upon graduation</p>

<p>Reporting to the Board of Directors of CISNCAP, the Executive Director is responsible for establishing the organization&#8217;s short-, medium- and long-term goals and objectives; for developing and implementing district-wide strategies, partnerships and procedures for accomplishing those goals and objectives; for ensuring that the organization has individual, district and federal financial resources that sustain and allow for the deepening of its impact; and for actively participating in Communities In Schools&#8217; national network initiatives. Specific responsibilities:</p>

<p>Strategic Leadership</p>

<p>•Lead CISNCAP in its implementation of the CIS Total Quality System of operational standards for CIS Affiliates, ensuring accreditation and sustainability of the organization as a full participant in the CIS National network.
•Develop, present and implement strategic and operational plans;
•Partner with the Board of Directors developing and executing all fiscal and budgeting activities as well as measurement against stated plans; ensure high degree of fiscal management and transparency
•Together with the Board of Directors, create and implement a strategic board development plan
•Coordinate and supervise CIS operations district-wide, developing and maintaining close working relationships with the national CIS network as well as with fellow local CIS affiliates
•Further incubate core CISNCAP school programs and then work with district schools to implement the programs to quality and outcomes standards; Identify, and plan for, implementation of &#8220;best practices&#8221;
•Select, mentor, supervise and evaluate management and program staff
•Plan growth assistance to enable new schools to initiate and manage CIS programs, as appropriate</p>

<p>Fundraising and Partnerships</p>

<p>•Develop a fundraising strategy and lead implementation, cultivating across individual and foundation donors, as well as district and federal funding sources.
•Raise CISNCAP&#8217;s profile by establishing and maintaining close relationships with city officials, appropriate agencies, commissions, committees and media outlets to address issues affecting youth and their families
•Create partnerships with organizations throughout the district on behalf of children, youth and their families
•Join the network of CIS affiliate directors, who propose policies, procedures, and future directions of the CIS national network</p>

<p>Qualifications
•Minimum of a Bachelor&#8217;s Degree, with at least 10 years overall professional experience, including a minimum of 5 years in public administration, education, social services or a related field. The ideal candidate will have demonstrated management and fiscal responsibility for a complex multi-site, public service organization in an urban environment.
•Demonstrated commitment to improving the life opportunities of disadvantaged youth; sensitivity to the needs of diverse racial and ethnic populations
•Team player with a commitment to professional development for affiliate staff
•Strong relationship-builder with a proven ability to proactively adapt when establishing partnerships and securing significant resources from foundations, corporations, individuals, events and public entities
•Organized, with experience in leading strategic and operational planning and budgeting
•Superior level of interpersonal, written and oral communications skills
•Ability to travel on a moderate basis</p>

<p>Beacon House is seeking applicants for the position of Education Aids for our after school programs.  Beacon House is a non-profit 501(c)(3) organization that works with at-risk youth and families in Ward 5, Northeast DC, walking distance from the Rhode Island Avenue metro station. <p>Job Responsibilities include working hands-on with at-risk youth ages 5-18. tutoring and  helping with homework, initiating enrichment activities, planning and implementing educational skill building workshops. <p>Hours &amp; Wage:  Approximately 10 - 20 hours per week within the 3:00pm - 8:00pm time frame from Monday through Thursday. Hours will be available on Fridays in the near future. Wage is $12 an hour.</p>

<p>Qualifications: Must have some college coursework with a preference for candidates pursuing an education degree and have one to two years experience working hands on with at-risk youth.  Candidate must have excellent academic, oral, and written communication skills and be able to work effectively in a team environment.  Must be able to multi-task; be detailed oriented and willing to perform other duties as assigned.  Candidate must be flexible and highly motivated, excited, and interested in working with youth.  Ideal candidates must be creative and able to engage students positively and constructively. High school degree required.  Spanish speakers and mature adults encouraged.</p>

        <![CDATA[<p>D.C. LEARNs is pleased to announce an expansion of its Literacy<em>AmeriCorps program. In addition to placing Literacy</em>AmeriCorps members in adult education settings, D.C. LEARNs is now recruiting members to serve in early childhood education settings.</p>

<p>Literacy<em>AmeriCorps is part of AmeriCorps, a national community service initiative. The program is primarily intended to support adult literacy programs. However, for a limited time, D.C. LEARNs has the opportunity to include 3-4 child development centers in Washington D.C. as Literacy</em>AmeriCorps sites for our Early Readers Now program.</p>

<p>Literacy*AmeriCorps members recruited for Early Readers Now will be placed at these centers to serve as volunteer readers and to work with their centers to develop and implement a local volunteer recruitment plan (targeting businesses, organizations, and churches), and training volunteer readers that they have recruited.</p>

<p>Literacy*AmeriCorps members assigned to child development centers must commit to 300 hours of service (approximately 9 hours per week), and receive a living allowance of $2000 and an educational award of $1,000 to pay student loans or apply toward tuition. Positions are 8-month commitments, beginning in January of 2009.</p>

This is a 12-month, 40-hour per week faculty position that includes teaching during the fall and spring semesters and Intensive Program coordination during the summer.</p>

<p>Required qualifications:</p>

<p>A Master&#8217;s degree in TESOL or closely related field (candidates offered a position will be asked to submit official transcripts prior to hiring) Native speaker fluency in English Demonstrated expertise in the following areas:</p>

<p>Meet every class session promptly and ready for that sessions instruction. 
Coordination and implementation of instruction in an orderly and professional manner. 
Provide class syllabus and training tools and guides 
Set-up and clean-up classroom at the beginning and at the end of each class/session. 
Confirm that all materials are ordered and prepared for class sessions. 
Coordination and implementation of one-on-one instruction in an orderly and professional manner 
Curriculum design and development as needed by software subject and client. 
Computer education and training industry research. . 
Explain and market program and classes to participants. </p>

<p>Presents employability workshops regarding life, job preparation, and job search skills. 
Utilizes group discussion and individual skill practice to build client self-confidence. 
Counsels regarding participant barriers to employment and workshop attendance. 
Monitors attendance and activities of participants and case status. 
Ensures that participant participation in class room in accordance with the case plan. 
Update the individualized written employment plan that details a participant&#8217;s employment goals, objectives, and timeframes. </p>

Position: Part-Time Financial Education Counselor (30 hours per week)
Reports to: Financial Education Program Coordinator
Starting salary range: Full time equivalent: High 30&#8217;s.  To be prorated to part-time position, dependent upon hours worked.</p>

<p>Responsibilities: 
Client Services:
• Conduct initial financial assessments with clients entering Doorways shelters and Supportive Housing Program.
• Collaborate closely with Doorways counseling staff to ensure that client financial issues and services are coordinated with other areas of client service.
• Assist clients in developing effective money management systems to support clients in becoming self-sufficient.
• Provide support and counseling to clients as they fulfill their financial and other goal plans.
• Refer clients to programs and agencies to receive needed services.
• Maintain client records to include goal plans and progress notes toward achieving those goals.
• Coordinate and case plan with Doorways staff regarding families transitioning from shelters into next-step housing.
• Partner with outside agencies to coordinate services and supports to families in the program.
• Understand and abide by mandated reporter laws relevant to child abuse and neglect.  Report any suspected child abuse or neglect to supervisor and/or Client Services Director immediately. 
• Participate in regular supervision with designated supervisor to review cases and case plan.
• Strive to meet all program objectives as stated in program plan including accurate and timely documentation to measure these outcomes. <br />
• Advocate on behalf of clients with creditors and other financial institutions in an effort to reduce the harm of financial abuse and other negative financial circumstances faced by Doorways clients.
• Assist all Doorways clients in obtaining their full credit report and review with them to determine debt profile and debt reduction plan.
• Attend biweekly Client Services Team meetings to coordinate services and plan for client needs with staff client service team.</p>

<p>Advocacy/Volunteer Support:
• Advocate for meeting client needs within and outside Doorways programs.
• Assist in training and supervising volunteers serving clients.
• Serve as a resource to volunteers serving clients on an as needed basis.
• Assist and coordinate with agency volunteer coordinator the Doorways monthly psycho-social client events.</p>

<p>Administrative Support:
• Attend quarterly staff meetings.
• Participate in agency Long Range Planning as requested. 
• Maintain and adhere to policies and procedures of Doorways, and those of each program.
• Compile and report relevant data and statistics as necessary.
• Represent Doorways at various community events as requested.
• Report as requested by Executive Director to Board on the THP program.
• Perform other duties as assigned by supervisor and Client Services or Executive Directors.</p>

<p>Required Skills &amp; Experience:
• Experience working with families in crisis.
• Knowledge of basic financial concepts required.
•  BA in social services field required, Masters preferred. <br />
• Must have own transportation to conduct home visits as well as travel to our 2 shelters in Arlington.
• Fluency in Spanish</p>

<p>Other Desired Qualifications:</p>

<p>• Able to work a Flexible 30 hour week, including early evenings <br />
• Ability to focus while adapting  to various environments and situations </p>

<p>Position Description for Full-time Community Organizer</p>

<p>PROGRAM DESCRIPTION: The DC Children and Youth Investment Trust Corporation and the Children&#8217;s Aid Society Carrera Adolescent Pregnancy Prevention Program are partnering to deliver an exciting and innovative program to help youth from high-risk settings develop the desire for a productive future by avoiding pregnancy and making responsible decisions. The DC Carrera Trust Program includes (7) fundamental components: Education; Employment; Self-Expression; Lifetime Individual Sports; Family Life and Sexuality Education; Mental Health; and Medical and Dental Care. This program will work with 6th grade students after school and on Saturdays, and will follow these young people through to high school graduation and beyond. </p>

<p>JOB DESCRIPTION: The primary function of the Community Organizer is to establish and maintain strong connections with young people and their families to facilitate long-term participation and engagement in the DC Carrera Trust program. The Community Organizer develops and implements strategies to encourage communication and strengthen relationships between youth, their parents and families, and the communities in which they live. This position reports to the Program Coordinator, and works in conjunction with the DC Carrera Trust program staff. This person will also work in tandem with Baltimore/DC CAS-Carrera Regional Implementation Center (RIC), which provides on-going technical assistance, training, supervision, and support to the full complement of DC Carrera Trust program staff. </p>

<p>ESSENTIAL DUTIES AND RESPONSIBILITIES: 
- Work with the Program Coordinator and DC Carrera Trust staff to ensure the fidelity of the program model - all (7) components and program philosophy. 
- Maintain caring daily contact with the youth, keep daily attendance logs, and engage and assist young people who are unable to participate in a group setting during program time. Outreach to youth not in attendance and conduct home visits when necessary. 
- Maintain and update student information and files on electronic database on a daily basis
- Assist in planning, organizing, and implementing program schedules with innovative and engaging program activities. Ensures program space is conducive for high quality rotations and that competent leaders have required resources. 
- Work effectively with parents and key stakeholders in the community. Play critical role in developing and implementing a successful parent program. 
- Identify resources and work with local community agencies and institutions as needed to resource program and youth needs. 
- Provides supervision to part-time Group Leaders
- Oversee daily programming when Program Coordinator is absent. 
- Participate in training and professional development opportunities offered through CAS-Carrera national and regional offices.</p>

<p>MINIMUM QUALIFICATIONS: 
- Strong knowledge of the local community and insight into community leadership, composition, networks, and resources. 
- Superior engagement skills with youth and parents, strong communication (oral and written), organizational, leadership, and interpersonal skills. 
- Significant direct service experience with young people (ages 10-18). 
- Preferred qualifications include candidates with experience working in youth development or after-school programs. 
- Bachelors degree in human services or related field preferred. 
- Experience with staff supervision and support</p>
